The "report"mentions the inevitable "indecent exposure" but it's not clear if it's the police or the reporter saying this. He walked through the park wearing a rucksack - end of. And apparently wasn't seen by that many people otherwise there'd be all sorts of phone-cam snaps and footage to be seen.
