Taking and publishing photographs of naked people without their permission.

I came across this article regarding the taking and publishing of photographs of naked people without their permission. It seems it was aimed at the publishing of "revenge porn" and to protect victims of sexual assault and rape.
Could this be also applied to people who photograph naturists whilst they are out walking?
