Newspaper article shows some inkling of understanding

The Teignmouth Post has a piece today about Naked Dartmoor Ramblers which opens with the usual member of the horrified public, but ends with admissions that no laws were being broken.  The quote from the Crown Prosecution Service may well have been mangled by the journalist.
